In 2008, a blue-ribbon panel, chaired by Blake Hutcheson, produced the Blueprint for Fiscal Stability and Economic Prosperity. That blueprint led to the report adopted by City Council A New Model to Enhance Toronto's Competitiveness, which recommended the transfer of City-owned land to a robust City-owned development corporation. The city of Toronto also developed a new and comprehensive economic development strategy called the Agenda for Prosperity. These documents lay the foundation for Build Toronto.
